Strohman challenges incumbents for seat

Three candidates said they will be running for two seats for Story County Supervisor in November.

County Supervisors Jane Halliburton and Don Toms will be running for re-election, and newcomer James Strohman announced his candidacy.

Three supervisors oversee and manage county government, and two of the three seats are up for election. The third seat, occupied by Wayne Clinton, is not up for election this term.

County Supervisors run at-large, which means they do not serve a particular district, Halliburton said.

Supervisors deal with roads, bridges, law enforcement, parks, conservation and human services, among other issues.

“We have a great county and economic growth, but we have some real challenges to maintain our budgets,” Toms said.

They have a $35 million budget that comes from taxes that they spend on a variety of programs, and Strohman said he wants to manage that money by implementing effective tax strategies.

“I want to save money by keeping taxes down and allocating tax payers money efficiently,” Strohman said.

Strohman attended Iowa State, and has a master’s degree in public administration and bachelors degrees in political science and environmental studies.

He worked in law enforcement for 20 years and has experience in public budget and policy. He has worked at the Iowa Attorney General’s office for 18 years.

“It is an interesting office because it deals with a whole range of issues,” Strohman said. “I could help make a difference in ensuring our government is properly managed.”

Halliburton, an ISU alumna, former teacher and small business administrator, is seeking her sixth four-year term.

She has worked on mental health, mental retardation, developmental disabilities and brain injury issues at the state level. She also serves on the Board of Directors of the Iowa State Association of Counties and the National Association of Counties.

Toms worked at the Iowa Department of Transportation for 36 years and has a background in both budgets and management.

Before retiring from the Iowa DOT, Toms was the Director of Data Services and was responsible for information technology and telecommunications functions.

“A lot of what we do has long-term effects on the county,” Toms said.

The primary election is in June; the general election in November.

All of the candidates have not been officially announced, and papers must be submitted by 5 p.m. on March 29.
