Bar owner arrested following illegal raffle

After a year-long investigation, an illegal raffle has led to the arrest of the co-owner of a Campustown bar Thursday.

Steven McFadden, 35, co-owner of Mickey’s Irish Pub, 109 Welch Ave., was arrested by the Dallas County Sheriff’s Department and charged with two felony counts and one misdemeanor for an illegal raffle he sponsored at another Mickey’s Irish Pub located in Waukee, Iowa.

The Dallas County Sheriff’s Office and the Iowa Department of Criminal Investigation conducted an investigation of the raffle held in August 2004.

According to the Dallas County Sheriff’s office, a $25,000, custom-made motorcycle was given away to raise funds for the Juvenile Diabetes Research Foundation International in Johnston.

Prior to the date of the drawing, McFadden allegedly schemed with another individual and purchased $9,000 worth of raffle tickets, which resulted in that individual winning the motorcycle.

Police said more than $27,000 was raised from raffle ticket sales, but Paul Bishop, executive director for the Greater Iowa Chapter of the Juvenile Diabetes Research Foundation, said his organization did not receive any of those funds.

A contractual agreement is not usually made when an organization like McFadden’s hosts a fundraising raffle, as no agreement was made for this raffle, he said.

Bishop said his organization has not pressed charges.

“[McFadden] has been a promoter of our organization in the past and did make a donation to our gala last October,” he said.

Dallas County Sheriff officials also reported the Iowa Department of Inspections and Appeals has no record of McFadden or his establishments applying for or receiving a license to conduct a raffle.

McFadden could not be reached for comment.

Court records show McFadden was released on $26,325 bond and is scheduled to appear in a Dallas County courthouse Sept. 7.

He faces one count of first-degree theft, a Class C felony, gaming violations, also a Class C felony, and miscellaneous prohibitions, a simple misdemeanor.
