LETTER: Moving off campus spurs tuition hikes

I am having a hard time understanding the confusion concerning the budget. To me it is simple, but I live simplistically in which conservative planning does not allow for such chaos in my life.
Students pay tuition, and due to state budget issues that funded roads and other things, tuition has increased. To lighten the load, students may choose to live off-campus where they live more cost-effectively, spending much less in comparison to costly room and board fees.
This in turn causes more tuition increases, and the blame is shifted to the students because enrollment is down and there is a huge decline of students living on campus.
Mass e-mails from companies wanting students to rent an apartment could always be found in Iowa State inboxes. Maybe the Department of Residence should have taken advertising tips from some of their competitors.
