He might have been using sarcasm

I have a correction to add to Mr. Padgitt’s letter to the editor published in Monday’s issue of the Daily.
People must understand that a Commercial Drivers License (CDL) is required to drive a tractor-trailer truck or any other combination vehicle on the road.
Another thing that you must understand is that once you obtain a CDL, you are not allowed to drive the tractor-trailer or combination vehicle across state lines until you are twenty-one years of age.
Therefore, it would be fairly difficult to earn the $38,000 a year as stated because of the fact that you are under twenty-one and cannot cross state lines for two more years.
An employer would not be willing to pay a decent salary to someone under twenty-one because it is not very cost efficient for their business.
I certainly would have thought that a transportation and logistics major would have realized this fact before writing his letter.
