Tenth and eleventh weeks’ legislation progress report

The Iowa Legislation worked on the following bills during the tenth and eleventh weeks of the 2011 session:

  • Trade Skill Regulation: HF 392 relates to professional licensing by making changes to the Iowa plumber, mechanical professionaland contractors licensing Act. 
  • Economic Growth: HF 590 relates to the organization of the executive branch agencies that are responsible for administering economic development programs.
  • Property Tax: HSB 129 is a study bill relating to the percentage of actual value at which certain classifications of property is assessed.
  • Property Tax: HF 9 relates to property taxation, local government and school financing. It increases the regular program foundation base, establishes local government financing requirements for essential services and establishes a method for determining property assessment limitations.
  • Physical Defense Training: HF 209 would create physical defense training and firearms training course to be offered for those affected by abuse. The bill also creates a domestic abuse assault fund.
  • Education Funding: SF 425 establishes an annual appropriation to the property tax equity and relief fund.
  • Collective Bargaining: HF 525 relates to public employee collective bargaining agreements. 
  • Safety Licensing: HF 618 would modify licensing provisions applied to fire extinguishing and alarm systems contractors and installers. 
  • Workers Compensation: HF 515 establishes a floating rate of interest on weekly workers compensation payments that are not paid when due.
  • Insurance Industry Change: HF 482 relates to various matters under the advisement of the insurance division of the department of commerce. 
  • Workers Compensation Credit: HF 523 relates to employer credits for overpayments of weekly workers compensation benefits. 
  • Hiring Transparency: HF 563 requires more transparency when hiring private outside lawyers. 
  • Tax Coupling: SF 209 would couple Iowa’s tax code with the federal internal revenue code. House Republicans insist on the creation of a tax relief fund. A joint committee has been formed to resolve the issues at hand.
  • Compensation Review: HF 567 is a bill relating to stays of decrees or judgments in workers compensation cases pending judicial review.
  • Small Employer Tax Credit: SF506 establishes a small employer health insurance tax credit as a percentage of the federal credit. This bill was passed by the Senate on Monday.
  • Administrative Review: SF471 relates to the review of administrative rules and application processes was passed by the Senate as well. The bill requires agencies to establish a five year regulatory review of all rules and sets up a committee to oversee the process. 
  • Regulatory Reform: HF324 is an act relating to the implementation of federal statute, regulation, or policy by state administrative agencies. 
  • Compensation Review: HF567  relates to stays of decrees or judgments in workers compensation cases pending judicial review. 
  • Workers Compensation: HF515 establishes a floating rate of interest on weekly workers compensation payments that are not paid when due.
  • Collective Bargaining: HF525 relates to public employee collective bargaining agreements. This bill has been passed and moved to Senate Labor and Business Relations Committee. 
  • Ethanol and Biodiesel: SF47 6/SF496 would extend tax credits to producers and retailers of biodiesel and ethanol.
