Fraud is largest ISU theft, DPS says

A New Jersey man was arrested for using a false credit card number at the Memorial Union, Department of Public Safety officials said.Lili Dong, 25, of Fort Lee, N.J., was arrested Wednesday after an ISU Memorial Union employee notified DPS that Dong had provided an employee with a false MasterCard number when he reserved his hotel room, said Jerry Stewart, associate director of DPS.Dong placed about $1,906 in telephone calls, many to China, Stewart said. In addition, he incurred $205 in room fees for the three days he stayed at the hotel.Dong admitted to DPS officials that he had given the Union employee a false credit card number and had also received services by deception, Stewart said. Dong was charged with theft in the second degree, a class D felony. He could face up to five years in prison and a fine.Dong is currently at the Story County Jail and is being held on $10,000 bond, said Jane Page, office services supervisor at the Story County Sheriff’s Office.DPS officers also searched Dong’s belongings.”A search of Dong’s belongings revealed collection notices from various companies, totaling over $14,500,” Stewart said. “Officers also believe that Dong has obtained thousands of dollars worth of property and services in other areas of the country.”The Union has had problems in the past with Dong. DPS was first alerted to Dong’s presence on campus when he obtained a room at the Memorial Union the week prior to the arrest. Dong wrote a check to the Memorial Union on a closed account, Stewart said.Dong paid for the services with an acquaintance’s credit card, Stewart said, and no criminal charges were filed against him.”The Union and Dong entered into civil agreement to satisfy the bill for services received,” Stewart said.A theft of this degree has never happened on campus, he said.”There are instances on campus where people have purchased textbooks or by other fraudulent means,” Stewart said. “However this is the first instance that I can recall in which a person fraudulently received services through such a repeated and blatant manner.”DPS investigation revealed Dong has been in the United States since 1994. He is not believed to be a student at Iowa State or any other college, Stewart said, but he does have family residing in New Jersey.
