Execs transfer funds to Fall Gala

The Government of the Student Body will discuss a bill tonight to establish an account that will help fund a university-wide Fall Gala. The transfer of $4,000 from two executive salaries will help fund the bill. If the funding bill is approved by the senate, $3,372 would be transferred from President Ben Golding’s executive stipend, and $628 would be transferred from Finance Director Steve Medanic’s stipend to the Fall Gala Account. Both Golding and Medanic have other scholarships, and the GSB bylaws mandate that those scholarships be put toward tuition costs before the GSB stipends can be used, Medanic said. Bill sponsor Alex Olson, off campus, said he has not heard concerns from any senator about the funds transfer. However, controversy erupted the last time GSB executives transferred their salaries to other account. In fall 1998, former GSB President Bryan Burkhardt transferred money from the executive stipends to create a new account called the George Washington Carver account intended to promote multicultural events and leadership but had no specific budget. The senate approved the transfer, and the account fell under executive discretion. In spring 1999, the vice president declared a bill to allocate money from the Senate Discretionary Account to the Panhellenic Council to be out of order. Since the bill fell through, Burkhardt allocated money from the George Washington Carver Account to the council, which brought impeachment charges against him. The expenditure never went through because the finance director froze the account, Olson said, and the impeachment charges were later dropped. However, Medanic said the Fall Gala account differs because of its one-time purpose. Funds remaining in the account after the Fall Gala will be reverted back to the senate account and the Fall Gala Account will be closed, he said. “The difference this time is that we’re setting it up with a specific goal in mind and a specific budget,” Medanic said.
