GSB works on draft for new bylaws

Many Iowa State committees and organizations cease operations during the summer, but the Government of the Student Body bylaws committee pushed onward to create a new set of bylaws.

The draft, officially released on Monday, requires a two-thirds approval vote by the GSB senate at the next regular senate meeting, Wednesday at 7 p.m.

Rod Morris, bylaws committee member, said new by-laws had to be written to adjust to the new constitution, voted into effect last February.

“[The bylaws] took away the ambiguity and the fuzziness,” Morris said. “It’s about 10 pages shorter. There is more flexibility now, especially at certain levels,” he said.

Jamal White, GSB vice president, also was on the by-laws committee.

“Some things have been trimmed down to make some areas clearer,” White said.

Morris said that as a whole, there were not many major changes.

“The biggest change was the addition of the appointments committee,” he said. “We had to write operations procedures.”

Morris said any major changes were made because they were mandated in the constitution.

Recurring problems with the bylaws came out during debate over bills. Some senators opposing an action could find loopholes in the constitution and bylaws to prevent a bill from passing due to minor technicalities.

“[The new bylaws] should hopefully cut down on disputes that arise,” White said.

Morris said the operations procedures were slimmed down, and the branches of GSB should run much better now.

As far as the process of rewriting the bylaws goes, Morris said things went well.

The process began by deciding what articles were needed for the bylaws. The committee divided into subcommittees and worked on certain articles. The proposed laws were then brought before the committee as a whole and read and reviewed “to see if there was anything glaring they disagreed with,” Morris said.

“Everyone on the committee worked well together,” White said. “We focused on getting things completed.”

After a few wording changes, the committee came up with the draft that will be presented to the senate Wednesday night.
